Peer Review Policy
All paper submissions will be pre-screened for conformity with the submission guidelines and overall appropriateness for the journal. Paper submissions that pass the initial screening will be evaluated in a double-blind peer-review process. The editors will supervise the review process, involving selected reviewers from the research community. Acceptance and rejection decisions will be finalized by the Editor-in-Chief.
In general, the review criteria will be those typically used by major journals and conferences (e.g. relevance of the topic, quality of the research process, contribution, novelty, clarity, etc). Enhanced versions of papers previously published in conference proceedings may be considered provided they are of particularly high quality or include substantially new material. Any such submission should be accompanied by a declaration on where and when it has been published. The results of the review process will be communicated to the author(s) by the specified date. The author(s) will be responsible for making the revisions recommended by the reviewers, and for submitting the final version of their paper by the appropriate deadline.
Special issues and/or conference proceedings may have different peer review procedures involving, for example, Guest Editors, conference organizers or scientific committees. Authors contributing to these projects may receive full details of the peer review process on request from the editorial office.
Fast Turnaround Publication Policy
OIJI accelerates the review process and shortens the publication period in the following way: Manuscripts having serious flaws or drawbacks will be rejected by area editors or editors-in-chief without refereeing. The authors of these manuscripts will be informed within a few weeks after the submission is received. Authors of manuscripts entering the reviewing process are supposed to receive the first reviewing results within 2-3 months. Most of the submissions will get a final conclusion to accept or reject within 4 months. It is expected that an accepted paper will be published within six months after submission.
We encourage program committees of academic conferences to recommend their best papers to be published in OIJI. These recommended papers will go through a much shorter period of reviewing process provided that the conference reviewing process has been strict and rigorous and that an agreement is reached as early as possible. We also encourage individual authors to submit their improved proceeding papers to OIJI. Their paper’s review process will also be shortened.
